Food licences and registration with the Food Safety and Standards Authority of India (FSSAI)
Applicable for;
Any person who manufactures, processes, or sells food must register with the Food Safety and Standards Authority of India (FSSAI) (now FoSCoS).Any person who manufactures or sells food, or a petty retailer, hawker, itinerant vendor, or a temporary stall holder, or a small scale or cottage or other enterprises linked to food, or a tiny food business operator with an annual turnover of up to Rs. 12 Lacs.According to your annual turnover, any other person acquires a licence from the FSSAI. In general, the FSSAI issues two categories of licences.

Important information to keep in mind before applying:
o FSSAI licences can be applied for or renewed for one year up to a maximum of five years at a time.
o FBOs involved in manufacturing (including repacking and relabelling) and importing of food goods must file Annual Returns in Form D1 by May 31st of the previous fiscal year.
o If you submit your annual return after May 31st, you will be charged a late fee of 100 per day until the date of submission of your annual return.
o A registration certificate has to be issued by the registration authority within 7 days of the date of making In the case, registration authority wants to conduct inspection of the premise of the applicant, the inspection must be conducted within 30 days of the date of application and registration to be issued, if premises found in order as per Schedule 4 of FSS (Licensing and Registration of food businesses) Regulations, 2011.
o The Licensing Authority must issue a licence within 60 days of an applicant's complete application. This period comprises the scrutiny of the application and the examination of the premises by the relevant authority.
o A License or registration renewal application can be made as early as 120 days in advance
o All milk seller s/ milkmen require FSSAI registration certificates if he is selling his milk, if they are selling milk and milk products up to 12 Lacs per annum. If their sales cross Rs. 12 Lacs per annum, they need to License
Documents Required
For State license/Central license
1. List of directors/ partners/ proprietor/member of society/trust with full address and contact details with nomination of authorized signatory
2. Photo I.D and address proff. Issued by govt. auth. Of prop. /partner/director(s)/auth. Sign.
3. Proof of possession of premises. (sale deed, rent agreement, electricity bill, etc.)
4. Partnership deed/self-declaration for proprietor (available on foscos website) MOA & AOA of company
5. Water test report or NOC from govt. authority or any other documents call by fssai authority.
6. Form-B (available on fssai website)
7. For Registration certificate
a. Photo
b. Government issued Photo ID such as AADHAAR, PAN, Voter ID etc.
c. Proof of Address of Businesses activity (if address is other than as mentioned in Photo ID Card).
